As Senior Advisor, Mr. Roussel is supporting a variety of areas, including the International Marine Strategy, promoting fishing vessel safety, as well as assisting with the recruitment and retention of talent in vulnerable areas of the transportation industry. At the same time, he provides senior advice on the Pilotage, Autonomous mode of transportation, and Legislative & Regulatory Reform and continues to co-lead the Aircraft Services Review and acquisition and proof of concept of remotely operated aircraft.

 

Associate Assistant Deputy Minister, Safety and Security                                  2014-2018 (January)

The Safety and Security Group develops regulations and standards to support safety and security in air, marine, rail, and road transportation. It also implements programs — monitoring, testing, and inspection — to enforce the regulations and standards. Safety and Security is responsible for representing Canada at the IMO, International Civil Aviation Organization (ICAO) Councils and other international meetings of UN organizations in relation to safety, security and protection of the environment. Under the portfolio of Safety and Security 5 Crown Corporations are supported in the developments of theirs Corporate Plans, Annual Reports and regulations. The Associate Assistant Deputy Minister work closely with the Chief Executive Officers and Chairman’s of the Boards on those initiatives.

 

The Associate Assistant Deputy Minister, Safety and Security, guides the development of a comprehensive array of safety/security-related policies regulations, designed according to the mode of transportation and evolving as technology and other factors evolve. He also has to

  • develop and implement enhanced air passenger screening procedures to address new safety/security challenges
  • engage in internal and external consultations while developing certain new regulations, such as the ongoing consultations about level grade railroad crossing regulations
  • work to make sure that child car seats provide the best possible protection
  • administer marine vessel inspections to promote compliance with the Canadian regulations and international conventions
  • maintain and deploy aircraft used to perform services in support of TC and other federal government programs
  • design and promote environmentally-friendly standards and regulations across all modes

The Organizations under the direction of the Associate Assistant Deputy Minister Safety and Security are:

Aircraft Services Directorate

  • provide aircraft and related services to support TC operations as well as selected programs of other federal government departments and agencies

Aviation Security Directorate

  • safeguard the integrity and security of the Canadian aviation transportation system

Civil Aviation Directorate

  • develop regulations and standards to promote a safe civil (non-military) air transportation system for both freight and passengers, and administer them through monitoring and inspection programs, carrying out work that is vital to the Canadian air transportation sector

Marine Safety and Security Directorate

  • provide programs that promote an efficient, environmentally sustainable, and safe marine transportation system, one that safeguards the life, health and property of those who use it

Director General, Marine Safety & Security                                                                      2008-2013

The DG, Marine Safety & Security is accountable for the development, coordination, enforcement, planning and management of the national safety legislation, policies, standards and regulatory controls governing the Canadian marine transportation and pilotage systems and services. The DG’s mandate includes the capacity to:

  • direct national programs such as the Navigable Waters Protection Program, the approval of environmental response systems, the regulation and licensing of vessels and the examination and certification of seafarers
  • plan and oversee the regulation of the transportation of dangerous goods by marine craft
  • establish and maintain international liaison and negotiating agreements on major marine related issues
  • direct prevention management and pollution prevention of waste and emissions in ships, and direct prosecution and liabilities with respect to the Canadian marine transportation system
  • oversee the design, development and delivery of technical training programs respecting marine transportation
  • manage the operational aspects of commercial vessels entering Canadian waterways from foreign countries
  • take responsibility for marine security policy, marine security regulatory affairs, and marine security operations as well as functional authority for regional marine security operations through the Regional Directors

 

Through the Interdepartmental Marine Security Working Group, this Directorate has a lead role in the coordination of government-wide marine security initiatives. It is also responsible for the Marine Security Contribution Program.

 

The incumbent of this position is authorized to lead as the Head of Canadian Delegation at the International Maritime Organization (IMO) sessions for 166 signatory countries, government and non-government organizations dealing with shipping industry activities and the safety of ships and seafarers.

 

Executive Director, Regulatory Services and Quality Assurance                              2006-2008

Marine Safety, Transport Canada

  • process and track of all Transport Canada marine safety legislation, which includes statutes, regulations, orders and procedures, pertaining to all aspects of marine matters
  • ensure legislation and regulations are developed according to established standards and provide assurance that submissions have meet all criteria for publication in Canada Gazette prior to be forwarded for approval by ADM, DM, Minister and the Governor in Council
  • oversee the implementation of audit policy and conducts internal and external audits
  • carry out the branch resource management function

The Regulatory Services section hosts both the Canadian Marine Advisory Council (CMAC) Secretariat and the International Affairs Secretariat, which is s a consultative body, representative of parties that have a recognized interest in shipping, navigation and marine pollution matters. It consists of both national and regional sessions.  The main goal of the CMAC is to:

  • consult and negotiate with various levels of Government industry and interest group on development and acceptance of international conventions, regulations, codes, standards and recommendations
  • develop and implements national statutes, regulations, operations and services and any other matters related to marine safety, marine services and marine pollution prevention

International Maritime Organization (IMO) Committee meetings are attended by government representatives including the Executive Director. The International Affairs Secretariat under his supervision coordinates conferences and liaises with international bodies to support Canada's presence at the IMO.

The Quality Assurance section is part of Marine Safety's commitment to ensure excellent and consistent service delivery in all areas of marine safety and with the marine stakeholders at National and International levels.

The incumbent of this position automatically takes over the functions of Acting Director General in the absence of the DG for Marine Safety.

  • plan and direct the development of regulations, standards, policies and guidelines respecting such programs and activities as marine crew examinations, marine training, personnel licensing, recreational boating and special marine operations
  • guide the conduct of studies of marine accidents caused by human error in order to identify causes and to initiate, develop solutions and improvements to human performance
  • provide functional direction on a national scale and monitoring of personnel licenses
